Advisory Committee, which is comprised of private citizens and industry
representatives, will meet at 6:00 p.m. on Thursday, November 10, 2005
in the John T. Parran Hearing Room at the PRFC Office, Colonial Beach,
Virginia.
Items on the agenda will include, but may not be limited to: developing
recommendations for the 2006 commercial and recreational seasons, size
and creel limits.
Crab Advisory Committee Meeting

COLONIAL BEACH, VA (November 9, 2005) — The Potomac River Crab Advisory
Committee, which is comprised of private citizens and industry
representatives, will meet at 6:30 p.m. on Thursday, November 17, 2005
in the John T. Parran Hearing Room of the PRFC Office Building, 222
Taylor Street, Colonial Beach, Virginia.
Items on the agenda will include, but may not be limited to: a report on
the 2005 crab harvest and to develop recommendations for the 2006 crab
season regulations. A review of the crab stock assessment to include
discussions on a possible control ruled management system. In addition,
the committee will review and continue discussions on various means of
reducing the overall number of crab pot licenses. This would also
include a discussion on increasing license fees and a license buyout
program. Any proposals developed by this committee will be forwarded to
the Potomac River Fisheries Commission for consideration prior to
implementation.
These meetings are open to the public and all interested persons are

Potomac River Fisheries Commission Meeting

COLONIAL BEACH, VA — Chairman Kenny Keen announced today the Potomac
River Fisheries Commission will hold its next regular meeting, including
an advertised public hearing, on Thursday, September 15, 2005 at 2:00
p.m. in the John T. Parran Hearing Room of the Potomac River Fisheries
Commission Building, 222 Taylor Street, Colonial Beach, Virginia. Mr.
Keen invites all interested persons to attend this open public meeting.
A public hearing will be held on several proposed regulation changes
that include: a) preventing the leasing of crab pot licenses by
requiring the licensee to be present on the boat; b) shorting the grace
period for late renewals and reducing the number of pots for all classes
when renewing during the grace period; c) restricting crab pot license
transfers to immediate family members only and then only upon the death
of the licensee; and d) repeal reductions of certain commercial license
fees for persons over 65 years of age.
Other items on the agenda include but are not limited to: lowering the
target number of crab pot licenses from 500 to 400, consideration of
allowing two crabbers to work on the same boat, adjusting the summer
flounder commercial quota to reflect changes in Maryland and Virginia’s
quota, discuss setting the commercial gill net season for this fall, and
a report on the crab harvest, a report from the oyster/calm advisory
committee and the adoption of the 2005-2006 oyster season dates, times
and limits.

Proposed Amendments To The Regulations
of the POTOMAC RIVER FISHERIES COMMISSION

Pursuant to the Potomac River Compact of 1958, as duly enacted into law
by the General Assemblies of the States of Maryland and Virginia and
duly ratified by the Congress of the United States of America, the
Potomac River Fisheries Commission hereby proposes to amend, repeal
and/or adopt regulations as follows:

1. Amend Reg. 1, Sec. 1(b) so as to prevent the
leasing of crab pot licenses by requiring the licensee to be
present on the boat.
2. Amend Reg. 1, Sec. 1(c) so as to shorten the grace
period from 9 months to 1 month for late renewals of limited
entry fisheries licenses. To change the penalty provisions for
late crab pot renewals by reducing the number of pots for all
classes of crab pot licenses to some lower number of pots when
renewing during the grace period.
3. Amend Reg. 1, Sec. 1(e) so as to restrict crab pot
license transfers to immediate family members only (spouse,
child or step child) and then only upon the death of the
licensee; and provide that any crab pot license surrendered to
the Commission shall revert to the Commission.
4. Repeal Reg. 1, Sec. 5(d). This section provides for
reductions of certain commercial license fees for persons over
65 years of age. |

ASMFC Draft Addendum II to the Atlantic Menhaden FMP

The Atlantic coastal states from Maine through Georgia have scheduled
their public meetings to gather comment on Draft Addendum II to
Amendment 1 to the Interstate Fishery Management Plan (FMP) for Atlantic
Menhaden.
The Draft Addendum was developed in response to concern regarding the
possibility of localized depletion of menhaden stocks in the Chesapeake
Bay. It presents a suite of management options to limit the catch of
menhaden in both the Chesapeake Bay and coast wide, including various
harvest caps, timeframes, and gears.
The Draft Addendum also proposes initiating a research program
immediately to determine the status of menhaden populations in the
Chesapeake Bay and assess whether localized depletion is occurring. It
identifies the following research priorities: (1) determine menhaden
abundance in the Chesapeake Bay; (2) determine estimates of menhaden
removal by predators; (3) evaluate the rate of exchange of menhaden
between the Bay and coastal systems; and (4) conduct larval studies to
determine recruitment to the Bay.
The Board will meet in August to review public comment on the Draft
Addendum and consider its final approval. Fishermen and other interested
groups are encouraged to provide input on the Addendum either by
attending public hearings or providing written comments. Copies of the

The ASMFC’s American Eel Management Board has approved the Public
Information Document (PID) on American Eel for public review and
comment. Atlantic coastal states from Maine through North Carolina will
be holding hearings on the PID throughout April and May.
The PID provides an overview of our current knowledge of American eel,
including stock status, a description of commercial and recreational
fisheries, and a suite of research and management issues for public
comment. These issues include potential changes to the management
programs for recreational and commercial fisheries, an evaluation of
non-fishing sources of mortality (e.g., habitat and predation), and a
review of the plan’s current monitoring requirements.
Fishermen and other interested groups are encouraged to provide input on
the PID either by attending public hearings or providing written
comments. Copies of PID are available via the Commission’s website at

John T. Parran Receives Prestigious Admiral of Chesapeake Bay Award, has
the PRFC hearing room named for him.

Mr. John Thomas Parran of Indian Head, MD recently received the
prestigious Admiral of Chesapeake Bay award. Secretary of Natural
Resources C. Ronald Franks on behalf of Governor Robert L. Ehrlich, Jr.
and all Marylanders presented this award to Mr. Parran at the PRFC new
office building dedication ceremony. The Governor recognized Mr. Parran
for his outstanding life-long record of public service to the citizens
of Maryland, and through his work on the PRFC also to the citizens of
Virginia. His untiring spirit of cooperation and leadership evidences
his dedication to both the wise use and conservation of the natural
resources of the State, particularly those of his beloved Potomac River.
When the Potomac River Fisheries Commission held its first meeting in
their new office building the Commission officially recognized and
honored Mr. Parran, for his 33 years of dedication and service as a
Commissioner representing the state of Maryland, by proclaiming its
hearing room the John T. Parran Hearing Room. Governor Marvin Mandel
first appointed Mr. Parran to the Potomac River Fisheries Commission in
June 17, 1971. Every successive governor has reappointed him since then,
thus becoming the longest serving Commissioner in the PRFC’s history.
Earlier this year Mr. Parran wrote to Governor Ehrlich saying he would
not seek nor accept another term on the PRFC. In that letter Mr. Parran
noted, he had witnessed a generational change during his 33 years of
service. A change from skeptics, doubters and disbelievers when be
began, to a generation of advocates, supporters and believers in the
Commission and its process.
The Commissioners elected Mr. Parran as Chairman pro tempore at his last
meeting this December. Mr. William A. Pruitt said “No one knows for sure
how many times he has served as Chairman during all of his years on the
Commission, but it is a privilege to nominate the distinguished, the
honorable John Thomas Parran as Chairman of the PRFC. The motion was
seconded by Mr. William L. Rice, Sr. by acclamation”. Mr. Parran
accepted the Chairmanship and in his usual style said, “Moving right
along” to start the meeting. He ended the meeting by saying what a
privilege it has been to serve the citizens of the Potomac River all
these years, and he thanked everyone for all of the support throughout
his 33 years on the Potomac River Fisheries Commission.

COLONIAL BEACH, VA — Vice-chairman Kenny Keen announced today the
Potomac River Fisheries Commission will hold its next regular meeting,
including an advertised public hearing, on Thursday, December 2, 2004 at
2:00 p.m. in the John T. Parran Hearing Room of the Potomac River
Fisheries Commission Building, 222 Taylor Street, Colonial Beach,
Virginia. Mr. Keen invites all interested persons to attend this open
public meeting.
A public hearing will be held on several proposed regulation changes
that include: a) providing clarity for when gill net markers are to be
removed at the end of the season; b) excluding charter boat captains
from filing weekly catch reports; and c) modify the American Shad
by-catch provision for gill nets.
Other items on the agenda include but are not limited to: a report on
the fall oyster harvest and the annual oyster survey; a report on the
crab harvest and reports from the finfish and crab advisory committees.
The Commission will establish the 2005 commercial, recreational and
charter boat fisheries season dates, size limits, catch limits and other
restrictions for striped bass and most other species.
The Commission is seeking nominations to fill vacancies on the finfish,
crab and oyster/clam advisory committees. These committees are made up
of private citizens from both states and provide recommendations to the
Commission on various fishing, crabbing and shell fishing issues.

September 17, 2004. In addition to normal business items, the Commission
officially recognized and honored three individuals by naming rooms for
them in the new building. They are: the John T. Parran Hearing Room, in
honor of his 33 years of service as a Commissioner representing the
state of Maryland; the J. Clifford Hutt Conference Room, in honor of his
service as a former Virginia Commissioner and current Legal Officer for
the Commission; and the Robert M. Norris, Jr. Chart Room, in honor of
his service as the Commission’s first Executive Secretary. Mrs.
Elizabeth Norris, wife of the late Robert M. Norris, Jr. and their
children Rob, Motley, Jane and Betsy accepted the award in his honor.
The John T. Parran Hearing Room is currently displaying artworks by ten
local Southern Maryland artists from the Mattawoman Creek Art Center at
Smallwood State Park. The artwork will be displayed during normal
business hours now through October 21, 2004 and is open for the public
to view.
Potomac River Fisheries Commission Meeting

COLONIAL BEACH, VA — The Potomac River Fisheries Commission will hold
its next regular meeting on Friday, September 17, 2004 at 9:00 a.m. in
the hearing room of the new Potomac River Fisheries Commission Building,
222 Taylor Street, Colonial Beach, Virginia. All interested persons are
invited to attend this open public meeting.
Items on the agenda include, but are not limited to: a crab harvest
report; the oyster/clam advisory committee report, which will include
the committee’s recommendation for the upcoming 2004 - 2005 oyster
season; an update of the summer small mesh gill net fishery study; and
an update from the building committee.
At noon, the new Potomac River Fisheries Commission building will be
formally dedicated. Maryland Secretary of Natural Resources, Ronald C.
Franks and Virginia Secretary of Natural Resources, W. Tayloe Murphy,
Jr. will be the featured speakers.
The Commission is also pleased to announce that it is hosting an art
exhibition presented by the Mattawoman Creek Art Center at Smallwood
State Park, Marbury, MD. The exhibition features artworks of ten local
Southern Maryland artists and runs from now through October 21st. All

Finfish Advisory Committee Meeting

COLONIAL BEACH, VA (April 15, 2004) — The Potomac River Finfish Advisory
Committee, which is comprised of private citizens and industry
representatives, will meet at 6:30 p.m. on Thursday, April 29, 2004 at
the PRFC Office in Colonial Beach, Virginia.
Items on the agenda include, but may not be limited to, a discussion of
considering gill net striped bass tags to be transferred between
fishermen and a discussion of setting a minimum distance off shore and
increasing the distance between pound nets. Any proposals developed by
this committee will be forwarded to the Potomac River Fisheries
Commission for consideration prior to implementation. The committee will
also elect the Chairman and Vice-chairman.
Potomac River Fisheries Commission Meeting

COLONIAL BEACH, VA — Chairman William L. Rice announced today the
Potomac River Fisheries Commission would hold its next regular meeting,
including an advertised public hearing, on Thursday, February 19, 2004
at 2:00 p.m. in the hearing room of the Potomac River Fisheries
Commission Building, 222 Taylor Street, Colonial Beach, Virginia. Mr.
Rice expressed his desire to invite all interested persons to attend
this open public meeting.
A public hearing will be held on several proposed regulation changes
regarding the upcoming crab season. Items being considered include: a)
reduce the maximum number of crab pots from 300/400/500 per boat to
150/200/250 and /or a single maximum for all boats; b) to increase the
minimum size limit for peeler crabs to 3½" and hard crabs to 5½"; c)
establish regulations for crab pot longlines. Additionally, a public
hearing will be held regarding including gill nets as gear permitted to
retain a limited amount of American or hickory shad as lawful by-catch.
A public discussion will be held to receive comments on the advisability
of establishing a small mesh summer gill net fishery in the Potomac.
Other items on the agenda include but are not limited to: crab, oyster
and finfish harvest reports and update several orders to include the
Black Sea Bass and Summer Flounder recreational seasons, size and creel
limits for the 2004 season. The Commission will elect its Chairman,
Vice-chairman and Secretary for 2004 and receive advisory committee
nominees.
